Call for Research Consultant – Network Paper on Local Coordination Committees

The Humanitarian Practice Network (HPN), in collaboration with the Centre for Civil Society and Democracy (CCSD) and partner networks including the Alliance for Empowered Partnerships (A4AP), Asia Pacific Refugee Rights Network (APRRN), and Somali NGO Consortium (SNC), is seeking a qualified Research Consultant to develop a Network Paper on Local Coordination Committees.

HPN Network Papers are flagship publications that provide in-depth analysis of key humanitarian issues and contribute to policy discussions, operational learning, and strategic thinking across the humanitarian sector.

The research will examine how local coordination committees operate in different contexts, including their governance structures, roles, strengths, and challenges. It will also explore how humanitarian reform processes such as the Grand Bargain and ongoing discussions about the humanitarian “reset” influence local coordination mechanisms and locally led humanitarian action.

As part of the study, the selected consultant will develop five country case studies highlighting different models and experiences of local coordination.

Scope of Work

The consultant will be responsible for:

• Developing an inception report outlining the research framework and methodology

• Conducting literature and document review

• Carrying out key informant interviews with relevant stakeholders

• Developing and analysing five country case studies

• Participating in a consultative validation process with partners

• Producing a 10,000–20,000 word Network Paper suitable for publication

Timeline

The consultancy will run from April to July 2026, with the final research paper expected by 15 July 2026.

Estimated consultancy budget:
USD 5,000 – 7,000
