U.S. Lawmakers Push Enduring Welcome Act to Support Stranded Afghan Allies

کنگره ایالات متحده لایحهای دوحزبی تحت عنوان «قانون استقبال پایدار» معرفی کرده است که هدف آن از سرگیری تلاشها برای انتقال افغانها، اتحاد دوباره خانوادهها و عمل به تعهدات نسبت به همپیمانان جنگی است که جا ماندهاند.
یک گروه از قانونگذاران دموکرات و جمهوریخواه این لایحه را معرفی کردهاند؛ لایحهای که برای بازسازی تعهدات آمریکا به همپیمانان افغان پس از تعلیق شدن برنامه انتقال در دوره دولت ترامپ طراحی شده است. از ۲۰ جنوری هیچ پرواز تخلیهای برای افغانها انجام نشده و هزاران خانواده در بلاتکلیفی باقی ماندهاند.
به گزارش Migrant Insider و بیانیههای کنگره، رهبری این قانون را نماینده «سیدنی کاملاگر-داو» (دموکرات از کالیفرنیا) به عهده دارد و نمایندگان «مایک لاولر» (جمهوریخواه از نیویورک)، «دینا تایتس» (دموکرات از نوادا) و «مایکل مککال» (جمهوریخواه از تگزاس) نیز با او همراهی میکنند. این لایحه ایجاد دفتر هماهنگکننده تلاشهای انتقال افغانها (CARE)، راهاندازی یک پایگاهداده امن برای پیگیری پروندهها و تسریع روند اتحاد خانوادههای افغانهایی که در کنار نیروهای آمریکا خدمت کردهاند را در بر میگیرد.
کاملاگر-داو گفت: «وفا به تعهدات ما در قبال همپیمانان افغان نباید موضوعی حزبی باشد، بلکه یک مسئولیت اخلاقی، افتخار ملی و مسأله اعتبار جهانی است.» لاولر افزود که این لایحه تضمین میکند روند انتقال، بررسیهای امنیتی و اتحاد خانوادهها بهصورت سریع، شفاف و با هماهنگی کامل دولت انجام گیرد.
مککال، رئیس کمیته روابط خارجی مجلس نمایندگان، پیامدهای خروج آشفته سال ۲۰۲۱ را برجسته کرد و گفت دهها هزار افغان رها شدند و با «خشونتهای وحشتناک و قتلهای انتقامی» طالبان مواجه شدند. او افزود این قانون جدید برای حفظ وعده آمریکا حیاتی است.
این لایحه وزارت خارجه آمریکا را ملزم میکند که هر سه ماه یکبار گزارشهایی در مورد ویزای مهاجرتی ویژه (SIV)، پروندههای پناهندگی و پارول – از جمله رد و تأخیرها – به کنگره ارائه کند.
گروههای کهنهسرباز از این اقدام استقبال کردند. «شاون وندایور»، رئیس ائتلاف #AfghanEvac گفت این اقدام مدتها به تأخیر افتاده بود: «این برنامه که توسط کهنهسربازان برای آوردن همپیمانان افغان به امنیت ساخته شده بود، به شکلی غمانگیز متوقف شد. کنگره اکنون فرصت دارد آن را احیا کند و وحدت خود را در تکریم از همپیمانان و کهنهسربازان نشان دهد.»
قانون استقبال پایدار (Enduring Welcome Act) مجوز فعالیت CARE را برای پنج سال صادر میکند، هرچند الزامات گزارشدهی و پایگاه داده آن تا زمانی که کنگره تصمیم دیگری بگیرد باقی خواهد ماند. این قانون مکمل «قانون تعدیل افغانستان» (Afghan Adjustment Act – AAA) است که همین ماه دوباره معرفی شد و برای افغانهای حاضر در آمریکا مسیر اقامت دائم را فراهم میسازد و همزمان مسیر پناهندگی و ویزای ویژه در خارج را تقویت میکند. این دو لایحه در کنار هم پوشش جامع ارائه میدهند: یکی تثبیت اقامت قانونی در داخل، دیگری تضمین هماهنگی فدرال برای انتقالها در خارج.
برای گروههای کهنهسرباز و قانونگذاران هر دو حزب، این ابتکار فراتر از موضوع مهاجرت است؛ این یک آزمون اعتبار ایالات متحده و نشانهای است که آمریکا به وعدههای خود نسبت به کسانی که جان خود را در کنار نیروهایش به خطر انداختند، وفادار است.

A bipartisan group of lawmakers has introduced the Enduring Welcome Act, a bill designed to reestablish America’s commitments to Afghan allies left behind after the Trump administration dismantled the relocation program. No U.S. evacuation flights for Afghans have taken place since January 20, leaving thousands of families in limbo.
According to Migrant Insider and congressional statements, the legislation is led by Rep. Sydney Kamlager-Dove (D-Calif.), joined by Reps. Mike Lawler (R-N.Y.), Dina Titus (D-Nev.), and Michael McCaul (R-Texas). The measure would codify the Office of the Coordinator for Afghan Relocation Efforts (CARE), establish a secure database for tracking cases, and expedite family reunifications for Afghans who served alongside U.S. troops.
“Honoring our commitments to our Afghan allies should never be a partisan issue, but a matter of moral responsibility, national honor, and global credibility,” Kamlager-Dove said. Lawler added that the bill ensures relocation, security vetting, and reunifications are carried out quickly, transparently, and with full government coordination.
McCaul, chair of the House Foreign Affairs Committee, highlighted the consequences of the chaotic 2021 withdrawal, saying tens of thousands of Afghans were abandoned and left to face “horrific violence and reprisal killings” at the hands of the Taliban. He said the new legislation was critical to keeping America’s promise.
The bill would require the State Department to provide quarterly reports to Congress on Special Immigrant Visa (SIV), refugee, and parole cases, including denials and delays.
Veterans’ groups praised the move. Shawn VanDiver, president of the #AfghanEvac coalition, said the measure was long overdue. “This program, built by veterans to bring our Afghan allies to safety, was tragically shut down. Congress now has the chance to restore it and show unity in honoring our allies and veterans,” he said.
The Enduring Welcome Act authorizes CARE for five years, though its reporting and database provisions would remain until Congress decides otherwise. It complements the Afghan Adjustment Act (AAA), reintroduced this month, which offers a pathway to permanent residency for Afghans already in the United States while strengthening refugee and SIV pipelines overseas. Together, the two bills aim to provide comprehensive coverage: one securing legal permanence at home, the other ensuring federal coordination for relocations abroad.
For veterans’ groups and lawmakers in both parties, the initiative is about more than immigration. It is a test of U.S. credibility, a signal that America honors its word to those who risked their lives alongside its forces.
