The Secret UK-Afghan Relocation Scheme: A Timeline of Silence and Failure

The full story behind the UK’s secret Afghan relocation program dates back to August 2021, during the chaotic withdrawal of US and NATO forces from Afghanistan. The Taliban regained control, and thousands of Afghans urgently applied to the UK’s Arap scheme (Afghan Relocations and Assistance Policy), seeking protection from Taliban reprisals.

The relocation process moved 36,000 Afghans to the UK—but was later labelled a “disaster” and “betrayal” in a 2022 Foreign Affairs Committee report.

When the data breach was discovered, the UK government responded not with transparency, but with extreme secrecy. In 2023, a special super-injunction was obtained to prevent any media outlet from reporting the breach—or even acknowledging that an injunction existed. This silenced journalists, politicians, and even key government officials from speaking publicly.

Mr. Justice Chamberlain, the High Court judge who lifted the gag order this week, strongly criticized this secrecy. He said the injunction created a “scrutiny vacuum”, shutting down democratic accountability and raising serious concerns about free speech.

Documents show that then-Defence Secretary Ben Wallace personally requested the injunction to give the government time to protect those affected by the leak. The order was extended in late 2023, based on the assumption that the Taliban had not yet accessed the data.

But a later MoD review concluded that the Taliban most likely already had the key information. The judge ruled the risk of public confirmation was no longer significant.

Meanwhile, the government has offered compensation to some Afghans affected by this or similar data breaches. Lawyers involved have called the situation a “catastrophic failure” and an unacceptable breach of trust.

In Parliament, several opposition MPs voiced deep concern about the government’s lack of transparency and accountability throughout the entire ordeal.
