In 2022, the German federal government pledged to take in 30,000 particularly endangered Afghans – including women’s rights activists and journalists – through the Federal Admission Program (BAP).

Today, almost two years later, only 1,508 people have actually arrived in Germany.

Thousands remain in Pakistan, waiting with valid admission approvals – but without any real prospect of relocation. They are living under dire conditions. Many have sold all they had. Others have lost hope.

This is not because they are no longer in danger.
The real problem is a paralyzed political and bureaucratic system.

Time and again, departures are canceled at the last minute:

• Due to an outdated passport photo.

• Because of a typo.

• Or with no clear reason at all.

Even federal police officers at airports are often unable to explain the denials.

This is not just a delay in processing –
It is structural failure, with devastating consequences for those who trusted Germany’s promise of protection.
