Special Provisions in Kabul for Refugees Expelled from Pakistan

The Taliban’s High Commission for Afghan Refugees expelled from Pakistan intends to offer these refugees land and financial assistance through a special plan.

According to a regional report from the Tasnim news agency, while Pakistan’s deadline for the forced eviction of 1.7 million Afghan nationals approaches on November 1st, the Taliban’s High Commission has formulated a special plan to provide land and financial support to these refugees.

The Kabul government recently announced the establishment of this commission by the Taliban leader’s decree. Various committees within this commission will be responsible for the registration, identification, and relocation of refugees. They will also provide primary services, healthcare, and temporary shelter for them.

Based on the commission’s draft plan published by media outlets in Afghanistan, the Taliban intends to allocate lands for the permanent settlement of migrants in Kabul and other provinces.

These reports suggest that the Taliban has promised financial facilities and incentives to traders and investors returning from Pakistan.

Furthermore, the plan proposes the formation of a committee consisting of legal experts to recommend the required lands for the settlement of the expelled refugees, which, upon the approval of the Taliban leader, will be allocated to the migrants.

The plan mentions the “Deh Sabz” area in east Kabul for the resettlement of these migrants, but it seems the commission will consider more towns and areas in various provinces for refugee settlement.

The plan also foresees another commission termed the “Security and Clearance Commission” to ensure migrants’ safety from the time they cross the border until they are settled permanently.

The settlement plan considers three types of housing – large, medium, and small – for their accommodation. It also suggests creating industrial parks with specified facilities for investor and trader migrants.

This plan provides extensive privileges for the newly arrived migrants. It includes 17 incentive items such as tax exemptions, land distribution for housing, land in industrial parks, investment facilities, facilitating the establishment of industrial factories, and job placements.

The High Commission’s plan obligates the regulatory body for migrant affairs to seek financial resources from charitable and foreign institutions to support these migrants.
