ABOUT THE OPPORTUNITY

The Program Manager, Afghanistan Programs will oversee Internews’ program, with responsibility for establishing and implementing tactical and operational plans for program support, grants management, and financial management. The Program Manager will lead strategy and program implementation, serve as a Budget Authority for partner subgrants, provide financial oversight, and coordinate with other members of the Asia Program Management Unit to manage elements of the budget. Candidates should have experience managing complex projects in a conflict or post-conflict context and have particularly strong skills in U.S. government and/or European Commission (EC) compliance, subgrant and budget management. 

LOGISTICS

Internews has offices in Arcata, CA, Washington, DC, and London, UK which support a hybrid workforce with staff working remotely, fully in-office, or partially remote. This is a remote-based role. Our ideal candidate is based in the US; candidates based in the UK and the Asia-Pacific regionwill also be considered.

DAY-TO-DAY TASKS will include:  

Program Support

  • Develop and implement annual workplans, working in close cooperation with the Afghanistan team.
  • Lead strategy and program implementation and ensure accountability as expected by funders.
  • Ensure timely and high-quality submissions of quarterly reporting as required by the donor (includes writing and editing).
  • Represent the program with donors and be the focal point for the Afghanistan program with international stakeholders.
  • As required, assist in developing new project proposals including preparing assigned programmatic sections, budgets and budget narratives for concept notes and proposals.
  • Coordinate the close-out of projects.
  • Provide ongoing program management support, as required, including overall program design, monitoring and evaluation (M&E), strategic planning, identifying and selecting consultants, preparing SOWs and liaising on M&E issues.
  • Regular development of communication materials and being a focal point to coordinate with donors and external stakeholders.
  • Coordinate with other departments/staff in Internews to ensure effective support for Afghanistan projects.

Grants Management  

  • Perform high-level grants and contracts support including reviewing RFA/Ps and tracking, monitoring, and analysis of all grants and contracts in line with operational program plans.
  • Liaise with Internews administration and control staff in the US and UK on all contracts, subgrants, procurement and payments.
  • Monitor the Afghanistan portfolio’s overall financial management, milestone implementation, and deliverables with respect to subgrants and contracts budgets and expenditures, ensure compliance, and contribute towards strengthening of partners capacity.
  • Maintain the vetting tracking system, ensuring sub-grantees, PSCs and other contracts are vetted in a timely way.
  • Provide reporting on all aspects of grants management to donors as required.
  • File and archive critical business documents in auditable files.

Financial Management

  • Monitor financial management of the projects including preparing monthly financial projections with programmatic and financial teams.
  • With the support of the Asia Business Officer/Business Manager, manage elements of the budget with project oversight and tracking of partners’ financial reporting and budgets and progress with program deliverables.
  • Conduct monthly financial review meetings with financial and program team.
  • Review monthly staff allocations and works with finance staff to implement allocation methodologies between projects.
  • Provide budget authority for grants, procurements and other payments.
  • Identify and submit budget modifications to donors as required.
  • Oversee the development of annual operation budgets in coordination with the development of the annual implementation plan.

QUALIFICATIONS WE’RE LOOKING FOR:

Required

  • Relevant University degree or equivalent lived/professional experience required. Master’s degree in a relevant field preferred.
  • Minimum of 10 years of relevant prior experience, including at least four years of in-country development project experience in a conflict or post-conflict setting.
  • Experience and expertise in USG and/or EC projects, rules and regulations essential.
  • Knowledge of, and proven experience in, budget management, projections and grant management essential.
  • Able to work independently and with minimal guidance.
  • Superior analytical, organizational and writing ability for proposal development.
  • Excellent oral communication and presentation skills.
  • Experience with proposal writing.
  • Proficiency in Microsoft programs, including MS Excel and Word.
  • Proven organization skills, with attention to detail.
  • Proven ability to multitask and prioritize with a shifting workload.
  • Proven ability to lead effectively in a multicultural environment
  • Must be self-reliant, resourceful, good problem-solver and good humored.
  • Demonstrated ability to collaborate and proven leadership skills.
  • Ability to travel to Asia as required.
  • Prior experience managing, development projects, particularly in conflict/post-conflict countries highly prioritized. General knowledge of project management required.
